作为 HR,面对疫情时需如何应对:2 ~ 3月18日至31日,马来西亚实行行动管制防 Covid-19

⚠️ 注意

- 这只是“行动管制”,不是封城、封国

- 进一步详情,还得待有关当局的指示

(1). 在这段时间内,所有政府及私人机构,强制性关闭,除了:

~ 提供基本基本服务【Essential Services】的领域

(2). 什么是基本基本服务【Essential Services?

(3). 1967年劳资关系法令,第一附表阐明:

1. 银行服务 [Banking services]

2. 电力供应服务 [Electricity services]

3. 消防服务 [Fire services]

4. 港口、码头、港口和机场的服务 [Port, dock, harbour and airport services and undertakings, including
stevedoring, lighterage, cargo handling, pilotage and storing or bulking of
commodities]

5. 邮政服务 [Postal services]

6. 监狱服务 [Prison services]

7. 燃料和油的生产、精炼、储存、供应与分配 [Production, refining, storage, supply and distribution of fuel and lubricants]

8. 公共医药服务 [Public health services.]

8A. 公共废物管理服务 [Public waste management services]

9. 电台通讯服务 [Radio communication services, including broadcasting and television
services]

10. 电报、电话和电信服务 [Telegraph, telephone and telecommunication services]

11. 海陆空的运输服务 [Transport services by land, water or air]

12. 供水服务 [Water services]

13. 由以下政府部门所提供的服务 [Any service provided by any of the following Departments of Government]:

i) 化学 [Chemistry]
ii) 民航 [Civil Aviation]
iii) 海关 [Customs and Excise]
iv) 移民厅 [Immigration]
v) 海陆军战队 [Marine]
vi) 气象句 [Meteorology]
vii) 印刷 [Printing]

14. 与武装部队或警察部队的维护或运作有关的服务 [Services which are connected with, or related to, or which assist towards, the maintenance and functioning of the armed forces and the Royal Malaysian Police Force]

15. 与马来西亚国防、安全有关的企业及工业 [Businesses and industries which are connected with the defence and security of Malaysia]

16. 任何与雇员或企业安全相关的行业 [Any section of any service, on the working of which the safety of the employees therein or of the establishment relating thereto depends.]

17. 部长在宪报颁布宣部对马来西亚经济至关重要的工业 [Industries declared by the Minister by notification in the Gazette as industries essential to the economy of Malaysia]

(4) 而首相根据上述(3)17颁布就是:

~ 清洁、零售及食品供应【Cleaning, Retail & Food Supply】

Under section 22(b) of the Prevention and Control of Infectious Diseases Act 1988, it is an offence to disobey "any lawful order issued by any authorized officer". Anyone who commits an offence under this section can be punished with an imprisonment sentence of up to 2 years and fine. Subsequent and repeated offences would result in the punishment being further compounded.

"Authorised Officer" by interpretation under the said law means any officer authorised by the Minister of Health. A circular of the Health Ministry should follow after the Statement by the Prime Minister.
